  4. Poor into prepared pan. Place in fridge to chill.
  5. For the chocolate layer: boil water and sugar in medium saucepan, stirring constantly. Boil 3-4 minutes until thickened.
  6. Slowly add cream, stirring constantly. Add sweetened condensed milk.
  7. Bring to a boil and boil approximately 6 minutes, stirring constantly.
  8. Remove from heat and add chocolate, vanilla, and salt. Let cool slightly, stirring periodically.
  9. Caefully spread chocolate over caramel. Sprinkle with salt. Chill 1 hour. Remove from fridge and let sit for 10 minutes, then cut into 1" squares. Store in fridge.
